Why convert HEX → RGB
HEX is the universal way to write a color in code; RGB is the universal way to talk about it in design tools. Designers in Figma or Photoshop adjust an RGB slider; the developer needs the HEX value to paste into CSS. Going the other way, debugging a `rgb(255, 99, 71)` from devtools is faster when you know that's #FF6347 (tomato).
You inspect a button on a competitor's site. DevTools shows `color: rgb(220, 20, 60)`. You want to drop that into your design system as #DC143C and see it next to your existing palette. Drop a list of RGB values, get hex codes back instantly.
I get 'Invalid RGB color' on values like rgb(300, -5, 256).
Each channel must be 0-255. Out-of-range values are clamped on output (anything >255 becomes 255, anything <0 becomes 0) but the parser still warns. If your source data is normalized to 0.0-1.0, multiply by 255 first.
Hex output is all uppercase, I need lowercase.
Industry convention is uppercase hex (#FFFFFF) for readability — capital A-F is easier to distinguish from numbers. Lowercase round-trips identically in CSS. If your design tool insists on lowercase, a single search-and-replace works on the output.
Formats involved
A plain text list of hex color codes (e.g. #FF6B35, one per line). The most portable color-list format, any modern design tool accepts hex. Often the format used by color-palette generators (Coolors, Adobe Color, Khroma) for export.

RGB describes a color by the intensity of red, green, and blue light needed to produce it on a screen — each channel 0 to 255. It's the native model of every display device since CRT monitors, and the underlying representation behind hex codes (#FF6347 is just rgb(255, 99, 71) in hexadecimal). Used directly in CSS, web design, every image format, and digital photography pipelines. Doesn't represent print colors well, that's CMYK's job.
How to open
RGB values appear as text in CSS files, design tool color pickers, and web inspector tools. Pasting `rgb(255, 99, 71)` into Chrome DevTools' color input gives you a swatch. Designers most often deal with RGB through HEX codes (the same data, different encoding).

Once the page is loaded, the conversion itself runs entirely offline. The first time you use a tool, your browser downloads the conversion library (a one-time cache). If you reload while offline, the page won't load, but you can install the site as a Progressive Web App for full offline use.
